At the workshop, most of the expert reviews asserted that the underground space, a precious resource, should be thoroughly exploited to become “the second space of the modern urban.” The exploitation of underground space in Vietnam has just started to be paid attention, it is thus insufficient. Each sector conducts underground constructions mostly following their programs and plans, there is almost no connection with each other. According to the experts, to become the second space of the modern urban, the underground space exploitation must be inserted into strategies, the urban development planning and managing as well as the legal framework and the implementing institution respectively.
s1 Together with a role of a silver sponsor, FECON Foundation Engineering and Underground Construction JSC also presented two speeches at the Workshop as the organizer invitation. -    Presentation No. 1: “Tendency and Strategy of the Exploitation and Use of the Underground Space for Sustainable Urban Development” by Dr. Nguyen Ba Ke – Chairman of Foundation Engineering Institute (one of FECON members). -    Presentation No. 2: “Risks in underground construction” by Dr. Nguyen Hoang Giang – Manager of Research and Development of Foundation Engineering Institute. s2 In the end of the discussion, all the participants affirmed that the development of underground space is an inevitable trend of urban development in the 21st century. Therefore, it is necessary to apply underground space planning with a united management authority and quickly collect underground system data in urban areas for the investment of underground space exploitation. In the development orientation, the underground space planning is necessary to be taken into account for the Vietnam urban level 1 and level 2.
