On the afternoon of October 3, Mr. Pham Viet Khoa, Chairman of the Board of FECON, attended a working session between the Standing Government and representatives of leading construction enterprises. The meeting aimed to address challenges and accelerate the implementation of key national infrastructure projects.
In his opening remarks, Prime Minister Pham Minh Chinh expressed his sincere appreciation for the contributions of businesses and industry associations to economic and social development. He acknowledged their role in driving economic growth, controlling inflation, managing public debt, and ensuring fiscal balance.
The Prime Minister highlighted the significant progress in the execution of key national projects, particularly major infrastructure initiatives such as Long Thanh International Airport, Terminal 3 at Tan Son Nhat International Airport, Terminal 2 at Noi Bai International Airport, and several deep-water seaports, including Lach Huyen (Hai Phong), Lien Chieu (Da Nang), Cai Mep - Thi Vai (Ba Ria - Vung Tau), and Can Gio (Ho Chi Minh City). Additionally, major expressway projects are progressing well, and the central government recently reached a strong consensus to commence the development of the North-South high-speed railway.
During the meeting, delegates called for prioritizing institutional reforms concerning investment, contracting, bidding regulations, as well as a stronger decentralization of authority, enhanced coordination among ministries, agencies, and localities, and the introduction of special procurement mechanisms for critical infrastructure projects. Specifically, they advocated for direct contractor appointment for key projects such as urban railways and the North-South high-speed railway, enabling Vietnamese enterprises to participate, enhance their capabilities, and improve competitiveness actively. This, in turn, would contribute to the country’s sustainable development.
Delegates also recommended increasing credit limits for construction enterprises and fostering stronger partnerships between domestic and international companies. By leveraging foreign expertise, technology, and resources, Vietnamese firms can expand their capacity and scale, ensuring sustained growth and competitiveness in global markets.

Despite continuous government efforts to expedite infrastructure projects, challenges remain in project execution. The meeting underscored the importance of fostering a collaborative spirit, guided by the principles of "listening and understanding, sharing vision and action, working together for mutual success and development, and jointly achieving happiness, pride, and prosperity." To this end, the Standing Government engaged in direct dialogue with contractors, consultants, and supervisors to identify solutions for pressing challenges, including regulatory constraints, material shortages, environmental protection measures, and financial mobilization for large-scale infrastructure projects.
The ultimate objective is to empower enterprises to strengthen their capabilities, surpass previous limitations, and successfully undertake larger-scale projects in the future, such as airports, seaports, high-speed railways, and expressways. Emphasizing the principle of "harmonized benefits and shared risks"—ensuring balanced interests among the government, businesses, and the public—the meeting reinforced the collective commitment to fulfilling the goals of the 13th National Party Congress, particularly in advancing strategic infrastructure development.
